Abstract
This thesis takes the position that President Wilson’s segregationist policies and President Trump’s Schedule F Executive Order constitute critical junctures in the history of the nation’s civil service that sought to promote racist proscription in the federal government, thereby limiting the potential for a diverse workforce in the civil service. Furthermore, this thesis offers an in-depth analysis of the cycles that have emerged where subsequent administrations and legislators, after President Wilson and President Trump’s presidencies, attempted to protect the civil service from harmful policies with the intent of stimulating diversity in the civil service to effectively represent the nation.
